ARC acts for owners, institutions, and fiduciaries with serious property goals. We provide executive-level regulatory leadership, leading the file outright or strengthening an established team.
Stephen Job has spent his career
inside Ontario's regulatory system.
He has secured planning approvals for more than 15 million square feet of development, including more than 4,500 market-rate and affordable apartments across some of Toronto's most complex files.
Before founding ARC, Stephen was Vice President at Tenblock, where he built and led the development group. At DiamondCorp, he directed planning and regulatory delivery for The Well: 3.1 million square feet of mixed-use development requiring coordination among five corporate partners, City Council actions, and a web of agreements few projects ever encounter.
He is known for encyclopedic regulatory knowledge, disciplined execution, and constructive relationships on every side of the table: industry, government staff, and elected officials alike.
Every engagement is led strategically
and managed with focus.
Clients engage ARC to put the strongest possible resource behind their key business priorities: regulatory approvals that must land, transactions that turn on regulatory findings, and files where government, community, and commercial interests meet. ARC delivers critical regulatory outcomes by setting strategy, communicating effectively, project managing expertly, and anticipating and handling issues before they arise.
Most property goals eventually run through government. When yours do, ARC provides:
What a site can support, which approvals it requires, and where the risks sit, for acquisitions, financings, and strategic decisions. Peer review, title and entitlement diligence, open permits and outstanding conditions.
Official Plan Amendments, rezonings, Site Plan Approval, plans of subdivision and condominium, minor variances, Part Lot Control, rental replacement, and Minister's Zoning Orders, from pre-application strategy through final conditions.
Environmental Compliance Approvals, endangered species permits, conservation authority permits, Records of Site Condition, heritage approvals, and demolition: the approvals that run on their own timelines and stall projects when started late.
Key messages, stakeholder strategy, and direct engagement with tenants, neighbours, government staff, elected officials, and media, including contentious files where the room is not friendly.
ARC maintains a small number of active files.
